Launch Call for Contributions
Circulation of concept paper and formal launch of the Call for Voluntary Contributions to all WIPO Member States and accredited stakeholders via PTRI Geneva.
Submission Deadline & Consultations
Deadline for voluntary contributions; informal consultations with regional groups on programme structure, speakers, and participation.
Background Report & Invitations
Preparation of the Background Mapping Report; issuance of ministerial invitations; confirmation of facilitators, moderators, and rapporteurs.
The Bali Global Dialogue
Three working days in Bali, preceded by informal regional group consultations, bringing together global stakeholders.
Outcome Document Circulation
Finalization and circulation of the Chair’s Summary and the Possible Pathways for Future Cooperation to all participants and WIPO bodies.

Variant of Chatham House Rule
Plenary sessions are conducted on the record. Parallel panel discussions operate under a variant of the Chatham House Rule: the substance of discussions is captured in synthesis, but comments are not attributed to individual delegations or organizations without explicit consent.
Plenary Framing + Parallel Breakouts
Each panel stream opens with a concise framing session, branches into focused parallel breakout rooms (e.g. 1A, 1B, 1C), and reconvenes for plenary report-back to ensure cross-pollination of ideas.
Facilitators and Rapporteurs
Panels are guided by neutral facilitators and supported by appointed rapporteurs drawn across regional groups to ensure balanced, accurate, and transparent documentation.
